Comprehensive Planning Committee Meeting Minutes

June 12, 2006



The meeting was called to order at 7:15pm. Those in attendance were; Tom Breiten, Town Supervisor; Anne Geddes-Atwell Town Board Member; Jonathan Bass, Planning Board Chairman; Alvin Merck and Anita Weber, Planning Committee Members.


The discussion was initiated by Tom about Nan Stolzenburg’s memo asking members to review the materials that were sent. Nan mentioned that she is preparing recommendations for the Town Board’s next meeting on Wednesday, June 14, 2006.


The Committee was also asked to consider a viewshed and watershed survey . Nan suggested a random sampling of well depth and yield for the watershed survey to include in the Comprehensive Plan.

A consensus was obtained on changes to the Vision Statement on several matters;

In paragraph 4 and 5, it was decided that all the Hamlets ; Fly Creek, Oaksville and Toddsville should be mentioned in the vision statement and not just the Fly Creek Hamlet.


A suggestion was made to cancel the description “ high quality schools” to just quality schools in the last paragraph.


As in regard to the Introduction of the Comprehensive Plan, it was suggested that a narrative describing ‘What is a Comprehensive Plan’ and why the Town is pursuing a revised plan would be beneficial for the community and anyone reading the document.


Other corrections to the Comprehensive Plan Draft included:


Page 4; In paragraph one, change Leather Stocking to read as one word; Leatherstocking.


Page 4; In paragraph three, change Township of Otsego to Town of Otsego.


Throughout the document, change Trip Hill to Tripp Hill.


Page 5; Under the list of Historic Sites and Events, include;

Pamona Grange in Fly Creek

Fly Creek Historic Society and Museum


Page 6; Paragraph one, change NY Route 23 to Route 80


Page 7; Place heading, Bedrock Geology on Page 8


Page 9; Paul Lord’s written comments asked to include the Shale Mine Farm on Honey Joe Road in paragraph 3.


Page 10; In paragraph 3, sentence 2 , place ‘the’ before Town.


Page 11; In paragraph 3 remove GEIS in sentence 6 and remove ‘of ‘ after measures to control… in sentence 8.


Page 13; In paragraph 2, indicate ‘T’ is for trout.


Page 15; In 2nd paragraph, last sentence, replace Corps with U S Army Corps of Engineers.


Page 17; In first paragraph, remove the DEC websites.


Page 18; Spelling for Trip Hill is Tripp Hill


Page 22-25; Place the titles for each section as listed in the Land Use Tables on page 20.


Page 28; 1st paragraph under Highways and Roads correct the spelling of Schuler Lake to Schuyler Lake. And 2nd paragraph, 2nd sentence from ‘season’ to’seasonal.’


The Committee questioned whether there were any DOT improvements that should be included for St Rt 28 from County Hwy 26 north toward the Village of Cooperstown.


Page 30; The Plan should include information that there is one cell tower in the Town of Otsego on Fly Creek Hill.


Page 30; Under the heading ‘Fire and Rescue’ the Schuyler Lake Fire District and the Otsego Lake Fire District should be included.


Page 33; In paragraph 1, planned development district should be removed..

In sentence 2, paragraph 1, it should read “ The RA-1 and the RA-2 districts require an average minum size of 3 acres.

Sentence 4 same paragraph should say an average minum of 1 acre.

In sentence 6 delete “ use of Planned developments.


Under the heading; Land Use Regulations that exist in the Town of Otsego as of April 2006:

Town of Otsego Land Use Law, instead of Zoning Law

Also strike Building Codes and Agricultural District Protections, both of which are NYS Law and County Laws only.



The Committee questioned the 1st paragraph on page 33 about demographics of the Town and asked that this be brought to Nan’s attention to review the statistics stated.


Page 34; The Committee is recommending that Nan check the accuracy of the statistics on age category, particularly the 30-54 group.


Page 35; Under the head of household, a definition of ‘ vacant’ would be helpful for the Committee.

Page 40; page number needs to be included for page 40.


Maps drawn up by Nan’s firm were then viewed;

The committee felt the two workshop maps needed clarification.

The Zoning district map did not indicate roads.

The Bedrock Geology map needs more clarification regarding H2O and DHM.

The Farmland Map was spelled incorrectly as Farmlaand.


The final discussion of the evening pertained to subdivision regulations.

Tom mentioned that Nan should have subdivision recommendations completed near the end of the final draft of the Comprehensive Plan.

Nan is willing to work with the Committee on these recommendations and strategies.


Tom suggested that the Committee take on the task of drafting the subdivision regulations and report our progress in an ongoing basis at the Town Board Meetings in order to keep Board Members informed.


Ideas such as Conservation Subdivision and Clustering were discussed as possibilities as well as the pro’s and con’s of each.


The meeting was adjourned at 9pm.

The next scheduled meeting was planned for Monday, June 26th at 7pm in the Town Hall.
