Town of Otsego Zoning Board of Appeals
Minutes - March 18, 2008
REGULAR MEETING
The monthly Town of Otsego Zoning Board of Appeals (ZBA) meeting was held on this date. Chairman Greg Crowell called the meeting to order at 7:09 PM and roll call was taken by Secretary Bill Deane. Board members present were Crowell, Tony Scalici (Vice-Chairman), Bill Kitchen, and Sam Hoskins. Anita Weber was absent.
Hoskins moved to approve the minutes of the November 20, 2007 meeting as written and mailed in December. Scalici seconded the motion and it was approved, 4-0.
Correspondence consisted of the January-February issue of Talk of the Towns & Topics, and copies of the Town's new Code of Ethics, with affidavits for the members to sign and return. These were distributed to the members. Hoskins and Scalici submitted their signed affidavits, and Deane later delivered them to the Town Clerk. Deane advised Crowell and Kitchen to submit their affidavits directly to the Town Clerk after they signed them.
The Board moved on to the application.
APPLICATION
08.01 - Harrison Hummel - Area variances, addition of deck and expansion of entryway to existing structure in Canadarago Lakeshore protection area - 114 Marble Road Extension (#52.11-1-16.00)
Larry Ciano, representing applicant Harrison Hummel (authorization letter filed), submitted drawings of Hummel's proposed expansion of an existing structure in the Canadarago Lakeshore protection area. Hummel wants to construct a 10x15' deck, and expand the front door entryway by 4½ feet. This will require area variances to the front- and side-yard setback requirements. Board members examined the application and drawings.
Ciano did not know the exact dimensions of the variances sought, and was advised these would be needed by the Board. Tony Scalici said that the Board would also want to see documentation on the neighboring properties and buildings, to show that the variances sought would not be atypical in the neighborhood.
Scalici moved to deem the application complete, contingent on the above-mentioned documents being provided by April 1, and to schedule a public hearing for April 15. Hoskins seconded the motion and it was approved, 4-0.
Bill Deane asked whether the applicant had paid the application fee, and Ciano said he had not. Ciano wrote a check for $25 which Deane later delivered to the Town Clerk.
OTHER BUSINESS
Chairman Crowell said that he had received a phone message from Zoning Enforcement Officer John Stucin. Stucin had asked that a matter (informal interpretation on a proposed replacement of a garage with a cottage) be put on the ZBA agenda, but now said the matter had been resolved.
Sam Hoskins asked Tony Scalici whether he was willing to continue serving as Vice-Chairman, and Scalici said he was. Hoskins moved to reappoint Scalici as Vice-Chairman. Chairman Crowell seconded the motion and it was approved, 4-0.
At 7:34, Hoskins moved to adjourn the meeting.
